Is there ar eason that all packages can not be done within a
week? No. Do I think they shall all be redone in a year? No. Why do I
think so? past transitions (I have taken into account differences in
the degree of difficulty, the increase in the number of maintianers
and of packages, etc).
I am actually inclined to follow Raul's proposal that the
policy document should not make all (or a large number of packages)
suddenly buggy, withoyt providing a reasonable transition period.
