Joey Hess did chose not to implement this change yet as he waited for a consensus on the discussion that started about this topic. This rules out 70% of our packages, which are based on debhelper (figure may be wrong, but approx.). Many people hesitated because of the discussion on this list. Our project leader explicitely asked not ot make the change currently in the Debian weekly news. I do not think that the sole fact that many people did not make the move yet is an argument one way or the other.
