Here is what is included in xfree86-common (removed the listings for
directories):

/usr/doc/xfree86-common/examples/xsession
/usr/doc/xfree86-common/copyright
/usr/doc/xfree86-common/README.Debian
/usr/doc/xfree86-common/changelog.Debian.gz
/usr/doc/xfree86-common/README.Debian-upgrade
/usr/doc/xfree86-common/FAQ
/usr/doc/xfree86-common/XFree86-FAQ.html
/usr/doc/xfree86-common/XFree86-FAQ.txt.gz
/usr/X11R6/man/man1/X.1x.gz
/usr/man/man5/window-managers.5.gz
/usr/man/man5/Xsession.5.gz
/usr/man/man5/Xsession.options.5.gz
/usr/man/man8/register-window-manager.8.gz
/usr/sbin/register-window-manager
/usr/share/doc-base/xfree86-faq
/etc/X11/Xresources/xfree86-common
/etc/X11/Xsession.options

and p{re,ost}{inst,rm} to handle things like the obnoxious directory
and symlink layout required by X. This is not IMO a problem given that
role or this package is to provide a few basic/all-but-required Debian
specific portions of X and the basic documentation on the order of "what
X stuff do I need installed?"

If this is too much for you to install compared to xemacs, file a
wishlist bug against xemacs asking for a seperate completely non-X
version.  =p
