Replying to myself, sheesh. I didn't want to imply that I think the vote is incorrect or invalid... I had a few concerns that Manoj addressed satifactorily... I wanted to respond the the question of which forum was appropriate for the announcement. I don't read 90% of the mail on -devel but I read 100% of -devel-announce and that is the forum that should be used to announce a proposal that'll be discussed, etc. not -devel.
