How about calling the file README.why-non-free? And just require the maintainer to state in her own words why the package is in non-free? We could also have parallel README.why-contrib, README.why-non-us and README.why-dfsg (or README.why-free? or README.why-main?). However, for packages in main, the file could be omitted if the program adheres to a standard copyright and no controversy has previously been raised about its status. Then, when a package moves from non-free to main, for example, the maintainer would simply rename the file and add a statement about why it was moved. (Of course, this would be in the changelog anyway....) Alternatively, the statement about why it's in that distribution could just be put at the top of the copyright file.
