Hmm, I just checked, since lisp/startup.el does have:

(defconst debian-emacs-flavor 'emacs19
"A symbol representing the particular debian flavor of emacs running.
Something like 'emacs20, 'xemacs20, etc.")

but it appears that this isn't getting executed.  I can think of
several reasons for that - if there had been a bug report two days
ago, I'd have checked it *before* I loaded -15 (which fixed all the
outstanding emacs19-package bugs except for the non-crit lintian
ones...)

Please *do* file the bug... one problem with developers as testers is
that you're all *way* too eager to work around problems :-)
