I have worked with Sergio de Almeida Cipriano Junior on the Debian Brasil mentorship program (previously Debian BrasÃlia mentorship program) for 3 years and I consider them as having sufficient technical competence. Sergio has done a lot of work on the mentorship program we have in Brasil. I have seem him helping tens of newcomers, and he has presented about Debian in the "University of Brasilia" a few times. Sergio knows a lot about packaging already, having provided reviews for packages of newcomers from the mentorship program, although not having enough artifacts for a DD-uploader application. This is mostly due to time constraints, he keeps helping on the mentorship side and he's very familiar with the project's values and ways of working. Sergio has more than earned his spot as a Debian Developer, I'm happy to see him applying.
