I have worked with Sergio de Almeida Cipriano Junior on our local group in Brasilia and other projects with the wider Brazilian community for 5 years and I consider them as having sufficient technical competence. Sergio was a key contributor in the bootstrap of our local community in Brasilia, Brazil. He has engaged with package maintenance, but also with our local events and bringing new people to the project. He managed to represent our group and the Debian Project in our public university very well, which made us a strong community and considerably increased our contributions. He is an easy going person and interacting with him is awesome. He is already a Debian Maintainer but lately he did not have much time to dedicate to packaging, so I think DD non-uploading is a good next step.
