The mrtg-ping-probe perl script itself explicitly references the COPYRIGHT file as follows [1]: "See the file COPYRIGHT in the distribution for the exact terms." (as does the associated perl script check-ping-fmt, which doesn't get installed with the binary package). That COPYRIGHT file does not include the "or (at your option) any later version" phrasing.
