You need to file an Intent to Package [1] if you haven't already. Then when you upload to mentors.d.n, you have the opportunity to log in and get a template Request for Sponsorship (RFS) which you can post to this list. If a DD thinks it worthy, they will help you get it into proper shape and then upload it for you.
