It should either be "the GPL, version 3, ..." or IMO better, since the package is GPL-3+ and /usr/share/common-licenses/GPL is a symlink to /usr/share/common-licenses/GPL-3: On Debian systems, the complete text of the GNU General Public License can be found in `/usr/share/common-licenses/GPL'. I'll be happy to upload the package if you change this reference in debian/copyright (or tell me to change it in order to avoid the mentors.d.n ping-pong).
