I have not read this thread, only the initial message. So sorry if what I propose has already been said.
If you want different debian revisions per mentor upload, I think the most reasonable think to do so is to have the mentoree upload: package_1.2.3-4~sp1 (sp == sponsor) package_1.2.3-4~sp2 etc. With so many iterations as needed, and with only one changelog entry for -4 (that is, no dch -i, just replacing the version in the first line of the changelog). Then all the sponsor has to do before uploading, is removing 4 characters from the first line of the changelog. This way you get different revisions as to work easily with them, but there are no lost debian revisions, which would seem undesirable for me.
