You need to put your files (not the .deb package, but the .dsc, .diff.gz and
the .orig.tar.gz) on some place or it won't be possible to see if everything is
OK with your package.

If you do not have any web space to upload, then you can use
http://mentors.debian.net/ . I used it to upload my packages and it is
very easy to use.
