You could replace by dash

dash is the default /bin/sh since squeeze, released in 2011. It's not a goal anymore, it's been done. It's also not a consensus but a requirement. But you probably mean something else than /bin/sh when talking about "replacing bash in the debian core", for the same reason of /bin/sh not being bash.
