If you want to do it yourself, follow
https://mentors.debian.net/intro-maintainers/ , learn how to make source
packages, make a correct Policy-compliant source package, ask for a
sponsor. Make sure you want and are able to maintain it after that.
If you want it to be done by someone else, there are no steps outside of
waiting until someone does it.
