I don't know much about android team, but other teams does add +ds or
+repack or +dfsg to version when repacking.
You can see how popular it is on your own system by:
$ dpkg -l | grep '+dfsg\|+ds\|+repack'

Yes, 8.1.0+r23 is not not uploaded yet, and maybe never will be.
But just in case ..
Another thing is the version should be 8.1.0+r23-1~exp1.
Anyway, it's not also a blocker to me.
