While we did not get any reply on debian-mentors, Agustin replied on
dict-common-dev.

It seems like we are missing a suffix file, but for our given case
(English dictionary of $FOO type), there is no currently no way to
package it so that LibreOffice recognizes it and that is why we have
this problem. Let's see how the discussion progresses, I will CC
debian-med when we get a reply so that others know about this.
