While we did not get any reply on debian-mentors, Agustin replied on dict-common-dev. http://lists.alioth.debian.org/pipermail/dict-common-dev/2013-March/000788.html It seems like we are missing a suffix file, but for our given case (English dictionary of $FOO type), there is no currently no way to package it so that LibreOffice recognizes it and that is why we have this problem.
