You are right. It is possible with little effort. But it will not appear in the PPA automagically. Someone has to upload it and may tweak a few dependencies here and there. This is the work I am talking about. It takes about 1-2 hours to get the excellent Debian package into the GNUmed-PPA for multiple Ubuntus.
