Actually, I think that case would be handled correctly by the dependency-based test for main as well: by Debian's current practice, if only one piece of a larger package requires another package to run, the larger package expresses only a Suggests relationship on the other package. Therefore, by the dependency-based test, the larger package can go to main. - Josh Triplett
