It's not DFSG free because it forbids commercial use, among other things.
What someone at Sun's legal seems to have done was to repackage the
SCSL's research license provisions under a new name, cut off the rest,
and to tweak a few things to make them look less embarassing.
I guess the SCSL has been debunked a few times too often recently, so
Sun's marketing division needs a new tool to brand Java as
'open-standard-source'.

The submitter is seriously misinfomed about what the license text
actually says.
In short: the JRL is a poison pill. Don't touch unless you have to.
