Because we're busy and have a lot of work to do.  And we're learning
about law and freedom at a rate roughly as fast as other Debian
volunteers are learning about software and operating system design.

In other words, for the same reason that you didn't find all the bugs
in your code a year or so ago.  What you do, and what we do, is hard.
