This happened when they extended the duration of copyright in the EU from 50 to 70 years. (To remember when this happened, it helps to remember that in most of the EU Hitler's "Mein Kampf" was out of copyright for 3 months before it went back under the control of the state of Bavaria, which apparently tries to prevent it from being reprinted at all.)
