So you think it's appropriate to excise code entirely, thereby removing
the freedom of people who are outside jurisdictions with crappy patent
laws, just to ensure that those that do live in those jurisidictions
can... What was it you were ensuring again?

The only question here is if shipping the source code places debian and
its developers at risk of legal issues.  Shipping or not shipping the
code does not change your freedom to use it.

If you want to change that contact the appropriate governmental
representative.
