In the US, the font itself (the "idea" of the shape of the characters, their spacing, etc.) can't be copyrighted. The "font program" used to express that to a computer can be.

Hence, bitmap fonts can't be copyrighted, because the expression to the computer and the font itself are the same thing. The expression and the idea merge.

So, in the US, you can copy the character shapes all you want, as long as you don't copy (for example) the actual PostScript code used to generate them.
