The underlying idea is that as far as possible nobody should be in a privileged position for making modifications, so all relevant data and information has to be made conveniently available. A word like "convenient" might be necessary to prevent some miscriant distribing the relevant code hidden in a CD full of broken versions of the same code with no README in sight, thus making it almost useless.
