Even that isn't accurate. Some people believe that changing the Social Contract or Debian Free Software Guidelines is implicitly prohibited by the Constitution. Other people believe that Section 4.1 of the Constitution already gives the Developers this power. The only reason two GRs were proposed is because each of the groups is trying to pound some sense into the other. -- G.
