If I'm reading this correctly, than this means derived works must be licensed under the GPL. It does not preclude the existance of additional licenses. I'm interpreting "licensed as a whole" to mean that the whole project must be licensed under this license (not just pieces of the project). I still don't understand the reasoning behind the original posters comments. Initially I thought my restriction was ok because of the second paragraph, section 0: "Activities other than copying, distribution and modification are not covered by this License".
