There are two levels going on here: the simplest thing to do is run one
of the automated scripts, but the reason they work with any package is
that the lower-level interfaces (debian/rules and dpkg-source) are the
same for each package.  You can quite happily ignore the scripts when
producing and building packages if you like: they're just tools for
manipulating source packages which automate common tasks.
