When running xgettext on a program, it generates a .pot
file that starts with:

# SOME DESCRIPTIVE TITLE.
# Copyright (C) YEAR Free Software Foundation, Inc.
# FIRST AUTHOR <[EMAIL PROTECTED]>, YEAR.
#

Should (must?) the "Copright FSF" line remain there?
And if so, does this have any consequences for the licensing
of the package (if it's not GPLd)?
