I think the basic practical problem remains: if I make a cdrom with a gazillion different tarballs, most of which are free except that they require some specific language to be included in all marketing of my disk---but DIFFERENT language for each package---it might be difficult for me to market that cdrom at all, because 3 square feet of those blurbs in 5-point print end up being rather expensive in most newspapers and magazines.
