3. Derived Works
   The license must allow modifications and derived works, and must
   allow them to be distributed under the same terms as the license
   of the original software.

The DFSG does not distinguish between "small" and "large"
modifications. Among the modifications required by DFSG to be
allowed is the act of removing all of the original BIND code and
building a totally new program around the library.
