I'm running on kernel-image-2.6.8-2-686, which depends on the latest on sarge. Under SuSE it was 2.6.5. It tried some different versions without success. How I can see, debian connects the USB-HDD to the 12MBit hub, there SuSE connects it to the root hub with 480Mbit. Any hints, how to force other hubs? Or any other hints?
