The bug was introduced in edk2 SVN r14372 [1]; see the analysis under [2]. It was fixed in SVN r14425 [3].

BTW you won't be able to modify NvVars at runtime for now, currently you can do that only before ExitBootServices(). Work has been in progress to address that, affecting all of kvm, qemu, and OVMF. Ultimately NvVars should be stored in an emulated flash device [4] [5].
