After installing cryptsetup from the testing release 2:1.4.3-2 and rerunning update-initramfs -k all -u the problem has been gone.
I found the solution by comparing the installed package source with sent apt-cache policy command. So you're right because it looks like a broken dependency or not exitend dependency. In cryptset there is only shown an suggestion to initramfs-tools. So I guess it is not a problem of initramfs-tools, more like a problem between cryptsetup and another packages? Cheers...
