I think I understand why this is a problem for libraries that support
dynamic linking, but in libusbip-dev I deliberately only support static
linking as I don't believe the ABI is stable.  In that case I would
have thought that listing dependencies in the .la file was harmless.

Also, are we *really* supposed to run sed over the generated .la file
rather than fixing it at source or having debhelper do it?
