The source package linux-tools builds libusbip-dev which contains:
/usr/lib/libusbip.la
Then contents of such file contain dependency library information:

dependency_libs=' -lwrap -ludev'
LA files are to be removed (or at least emptied) per release goal:
https://wiki.debian.org/ReleaseGoals/LAFileRemoval
I am setting severity important, but feel free to raise if you believe this
has higher severity impact.
