There are probably better options, e.g. %OTIMELONGEN. I'm not sure this is a Kmail bug if it is a bug at all, because I couldn't find any changes in KDEPIM that could explain this. I suspect it's either something in Qt reg. the locale for the standard time that changed or maybe something in a library that Qt is using.
