Many thanks for providing feedback on additional research which I did not have time to do. My reading of libssl1.1_1.1.1 is that it could potentially generate a number of other problems, and is unlikely to make it in to buster in the near future. However, hot of the press (as I write this) is qtbase- opensource 5.11.1+dfsg-8, which should also fix the problem. Wait for 5.11.1+dfsg-8 to arrive in buster or install it from unstable (which is what I did) and KMail 4:17.12.3-1 works just fine again. Andy.
