I saw this bug just a few weeks ago in sid before the most recent KDE update. I don't recall seeing it since (though I haven't had occasion to run without desktop effects often). Anyway, it says that it was resolved because it isn't kwin's job to repaint those areas, it is X's, the driver's, and the application's.
