There was a short thread on debian-kde regarding koffice i18n stuff (http://lists.debian.org/debian-kde/2002/debian-kde-200209/msg00262.html) that might also be worth reading. Specifically the choice needs to be made between a single koffice-i18n package, lots of little koffice-i18n-foo packages and simply putting koffice-i18n stuff in the little kde-i18n packages. Each of which are bad solutions (respectively: massive package to download if you just want a single translation, massive package splitting and different upstream release cycles). It might be worth discussing this a little on debian-kde to decide the best way to handle this (I'm personally in favour of putting the koffice i18n stuff in the little kde-i18n-foo packages that already exist, but that means quite a bit more hassle for the kde-i18n maintainer).
