This suggests that you do not have any "testing" sources in your source.list. Either add a testing line to go alongside your unstable line, or do as another poster suggested and install kpilot. Due to a packaging error/mistake with the kde debs, the support for librpm4.0.4 is in the wrong package. Alternatively, you could download the correct packages for 4.0.3 from packages.debian.org and install them with dpkg -i. Or you could try creating a symlink from librpmbuild-4.0.3.so to librpmbuild-4.0.4.so or...
