Technically, no.  Only the web container needs tools.jar.  Not jboss.

When jboss-catalina or jboss-jetty get installed, they should be the ones that
go looking for tools.jar, and add it to jboss' deploy dirs(or to their own
internal classpath).  JBoss itself shouldn't do this.
