Hmm?  I thought we were allowing the choice of (1) splitting *.class and JNI 
libraries into -java and -jni packages, or (2) bundling them all into a 
single arch-dependent -java package when the package is so small that the 
split appears to be more hassle than it's worth.

The fragment of policy below seems to insist on (1) only.
