I understand why you want libc-dbg. IMO, there's no need to suggest libc-dbg package by libcurl2-dbg. A user may think "I may get merit or need to install libc-dbg when I debug libcurl2-dbg.", but in most case it's not true. But adding Suggests: is maintainer's desicion, not ours. BTW, regardless of this bug, I think providing libc-dbg is useful for especially package selection. libc-pic, libc-udeb, libc-dev and libc are already provided. It's natural to provide libc-dbg.
