Instead of grouping files by license you can also group by copyright holder and license, but that is usually more work. For most packages in the team we group the files by license and include all copyright holders of the various files in the Copyright field. As files are usually part of the whole work. In the case when the files belong to a separate directory tree, e.g. a vendorized code copy of some other project, they can have a separate files section to distinguish them from the rest of the work.
