Roughly speaking: substitutions aren't possible within literal quote blocks (there is a '::' a couple of lines before the mentioned line, and adding the pipe '|' symbols around the substitution label doesn't make a difference within literal blocks) Not sure what to suggest yet as an alternative, though...
