If it is under the GPL, and is dependent upon Qt, then it has an invalid license, and cannot be distributed. As such it will not be allowed on our servers. This should be pointed out to the author, with the suggestion that he include the additional permission to link against Qt, or just switch to the Artistic license, or some such.
