Yes, that is a dirty workaround. I am glad this discussion came up. And I hope we find a better solution I can my tool adapt to. I am not happy about the current behavior of my tool. It is also quit young.

From a pragmatic and technical view point it might be the easiest for every one of us, if "resue-tool" would provide an "--ignore" option.

NB! debian/copyright files may contain facts about the copyright and
licensing of the file itself, just not in a REUSE compliant format

spdx2debian do not overwrite a whole debian/copyright file. It tries to preserve previous stanzas. But I am just in the beginning with this behavior and waiting for feedback from DMs. DMs need to be very careful not loosing extra info from their d/copyright when using spdx2debian. Always check the "diff"! In same cases it might not be the appropriate tool.
