If I understand the situation correctly, then "spdx2debian" generally proxies and reformats facts generated by "reuse-tool", but then chooses to additionally fabricate a fact about the file debian/copyright for a more polished result. That does indeed sound to me as a compliance decision solely the responsibility of "spdx2debian".
