My experience suggests that there is no consensus on the *perceived* purpose of the "debian" group on salsa, because a large part of DDs seems to think one thing while https://wiki.debian.org/Salsa/Doc#Collaborative_Maintenance:_.22Debian.22_group says a different thing.
And the official purpose of it, as written on that link, says nothing about package maintenance (beyond the header): "Direct commits to repositories in the Debian group by any Debian developer are implicitly welcome."
Not to mention that it would be weird for packages to have different maintenance rules depending on where are their optional packaging repos stored.
